They've also said they wouldn't close the door on his return at a reduced salary but he isn't being looked at any differently than any of the other free agent QBs

True, but the FO doesn't say something like this and locally people associated with the team have been saying the same thing. Having him opt out saves the FO the trouble. It is pretty clear that Kaep isn't want Shanahan is looking for. Now, he could come back as a bridge if the FO can't get what they feel is a better alternative although I just don't see that happening.
