So, from the looks of it it appears the Bengals DO have a plan with the new collective bargaining agreement. They stay substantially lower than the cap, giving them plenty of flexibility to sign players. They don't sign players at the beginning of free agency. They wait until all other teams have put themselves in financial trouble and then play chicken with FAs that weren't scooped up when the music stopped in the first go-round of musical chairs. They have all the leverage with these guys and can probably end up getting them for significantly shorter deals meaning that they can go back to holding the cards again the next year. The only thing they have to worry about is reaching that 89% level which will be easy..... Anything they don't commit in FA will be given as a contract extension to one of Mike or Marv's boys before the season starts.

This isn't a winning formula, but it's a formula nonetheless.

They don't pay players, because they don't sell out the stadium. They don't sell out the stadium because they don't win. They don't win because they don't pay players.
