Usually companies have pretty steep penalties in place if someone is in a position of power and sleeps with someone who can make the argument they felt pressured into it. Which can easily happen if/when the relationship goes south. It's seen especially bad if the person reports directly to the other person. Pretty common case of H.R. putting in rules to cover the companies ass. I'm sure he knew and it's in his contract so if it comes to light the company can't ignore it. I agree to an extent. But if it's in the rules, and as someone mentioned, it's probably designed to prevent lawsuits and a conflict of interest in the power structure, then I get it.
