The week before, the Chiefs at Broncos game was flexed to Sunday night, meaning the Broncos played on Sunday night two weeks in a row.Cinci vs Pittsburgh may have been protected or may have not been available anyways? I dunno the rules about playing two Sunday night games in a row as the Steelers played the Colts on Sunday night last weekend. Maybe they aren't allowed to play on back-to-back Sunday nights?

The Patriots are the biggest draw in pro sports. The NFL is #1 and the Patriots are #1 within the NFL. I think the execs at SNF know what they are doing. Having the Pats on is always good for business because even fringe fans will tune in now.

Not that I don't agree with most of your post but I'm almost 100 percent certain something prevented them for putting Steelers/Bengals on and this was their next option. Steelers/Bengals was the obvious choice here but either SNF rules prevented this or CBS protected the game.
