I think this tells you that the Bengals will absolutely be targeting at least 1 IOL in the first 3 rounds. If they can get Trey across the finish line (or positive direction) then I could see them looking to double up at this position as well.
Scherff is still out there, and I think he could start and be at least decent. As I said, though, at this point I think it's better for those guys to wait until after the draft - they'll see what's available, or when an injury hits early in camp. They'll have more leverage at that point. I guess part of that is also what is Scherff is asking for. He made 16.5 million last year.
