In most cases yes. DA's have a hard time making the case without the complainant. In some areas the DA's can still press charges in cases of domestic violence provided they were living together at the time but it's still a loser without the victim so they opt to drop the charges.

The prosecutors said she entered into a settlement with Hardy--in other words, she got paid. Then she stopped cooperating with them.
