So wait doesnt the rule say 2 feet down in bounds? Does it actually specify it has to be 2 different feet? If so then a guy could basically hop on 1 leg across the field then go out have it ruled incomplete which would be stupid.

Yeah that is 2 feet down and a football move to the endzone. That is position and control.
