Decades ago in Texas the driver could not be "holding" a beer, but passengers could.
I was in my early 20s working for a company that put on parades and firework shows for malls and such. My co worker and I took the Chief of Police and the Fire Marshall to the location of the fireworks launch for a safety check. On the ride back to town the Fire Marshall pulls out four beers. My co-worker and I are shocked (being from California) but when the Police Chief told us this law, we downed them quick. A few years later that law was changed.
