How does this work? In the NFL, personnel basically cannot make a horizontal move between organizations without the original team getting compensation (a trade - See Jon Gruden). In the last 10 years or so, the same has been true in MLB (Theo Epstein, Lou Piniella).

How could Silverman move from the GM position of the Rays directly to the GM position of the Dodgers? Were the Rays just happy to get rid of him?

And Matt Silverman is replacing the GM spot vacated by Friedman in Tampa.

Marc Topkin of the Tampa Bay Times reports that Rays executive VP of baseball operations/general manager Andrew Friedman has accepted a job with the Dodgers.
The official title will be president of baseball operations. Meanwhile, FOX Sports' Ken Rosenthal reports that Dodgers general manager Ned Colletti will remain with the organization as a senior advisor. Friedman passed up opportunities with the Angels and his hometown Astros just two offseasons ago, but the Dodgers were able to lure him to make the jump this time around. After continuously guiding the Rays to success despite one of the lowest payroll in the majors, it will be fascinating to see what he could accomplish with a huge budget in Los Angeles. As for the Rays, Matt Silverman is slated to take over baseball operations.
