Partly don't understand this because if you are going to the trouble to mail everyone a request form (processing the mail returned ones takes much longer than an online form completed), why not just send them all a ballot?

Frankly, it's what every state should be doing for the cheapest, safest, and best option.

I saw a discussion on this, and they would have to change the election rules to do this, and some would never let that happen. The rules state that you need to apply for a ballot before you get one.

in 2008, I voted early in person and had to fill out an app, show ID and they gave me a paper ballot to fill out and give back. I had to do the app first though even though I was right there. Rules be rules.

I'm totally on-board with that. Recycling was one of the few non-negotiables for me when SO and I moved in together a couple years ago. She didn't prior to that because her apartment complex didn't offer it. Yay southern states!
