Maybe if they do it before FA, the team that picks the upcoming FA will automatically have their rights even after July 1st - so that means they can get a deal done or they can trade that player and get assets in return - so for example if Thomas Vanek got unprotected by the Habs prior to FA, and some team picks him up in the expansion draft, that team automatically ends up with their rights and they can either sign the player or trade him, and if Vanek says he wants to go to a place like Minnesota, the team trading Vanek can get some type of compensation in return - this allows teams to be able to get some form of value for the player without completely losing him come July 1st, not long after picking him in the expansion draft
EDIT: Let's say the Panthers draft Vanek in the expansion draft, and they don't feel they can re-sign him or Vanek doesn't want to be there, then the Panthers will have his rights even after July 1st and if let's say, on July 15th, they want to trade him to Minnesota(where people think he wants to go), they can make that deal then and get something in return for him
So Minnesota (or whoever) gets penalized for some reason?
