I agree with you, however when it comes to conflicts of interest and tampering, the league has shown a history of not taking these issues seriously.

Even Campbell was decent enough to step away from incidents involving Gregory's teams.

Well, the Leafs are out of the playoffs now so I don't think it'd be that huge of a conflict, but I agree with your sentiment

That helps a bit, but isn't enough, IMO.

Each team is still going to be cheering for or against specific teams for whatever reasons.

For example, if Toronto has any conditional draft picks that are based on whether another team makes it past a certain round.

And that's not to even think about historical rivals that they probably don't want to see win like Boston or Montreal.

Interesting talk out there that Bettman recommended Linden and Shanahan to owners. League has lot of influence, sometimes even with hiring.
