So, 1) this does infuriate me, but 2) I'm laughing at all the "Government quotas making us throw away milk!" comments when it's the thuggish dairy cartel that controls supply and sets pricing.

For me, when I go to NYC food wise I go for pizza and sandwiches for the most part so I don’t end up spending a fortune. It’s not that their better restaurants aren’t worth going to, it’s just that I don’t find them to be super spectacular compared to what I could get in Toronto and the cost was so much more that it didn’t make sense to do so.
there is a taco stand at Chelsea Pier that is so unbelievably good.
it's what I look forward to the most in NYC

Yes tacos too. Los Tacos in Chelsea Market are probably the best I've had outside LA and they used to be like $2.50 each.

Not that I understand how this all works but couldn't he just produce less or am I wondering if you must keep dairy cows on a specific schedule?

I couldn't even try to start explaining the cartel quota system but, to poorly summarize and also leave out lots of other information, sometimes they can sell that much milk and sometimes they can't and therefore it makes economic sense to keep that many cows on the go at any given time even though they will inevitably wind up dumping a lot quite often.
