It does not have to touch the ground. If the nose of the ball is over the line & is touched, it becomes a dead ball.

Logically, the rule would be the same as a heel off the ground when a receiver is tiptoeing down the sideline. That happens all the time and if the heel is above the ground although over the white, it is a catch everytime.

Did Clemson just not play many good defenses this year ? 45 total yards through a quarter. A fumble led to their only points.

ND is doing a great job containing the run which I think is the biggest key of the game
