Exactly, that seems to be the way they worked it last year and i dont see it changing this year much.

I'm sorry, but Spencer isn't better than Brown at this point in their careers. At the beginning of the year, I was on the fence deciding between the two. After watching a healthy Brown play the entire season, he's the better CB.

Agreed. Brown is also younger and he had a good season.
