Seemed like a catch and a football move before bobbling it. Ball never fully comes out either. Seems the play shouldn't have been overturned.
It can hit the ground as long as the ground doesn't help with the catch. The catch was already made 3 steps prior.It hit the ground when Sanders went down and he didn’t fully control it until he rolled over.

But that's on plays where the receiver is coming down as the catch is made. When sanders made the catch, turned upfield and ran, the catch was over and he became a runner. Ask yourself this: had sanders not held onto the ball and the Bills picked it up would they have wanted the ruling to be incomplete or completion followed by a fumble? NFL needs to get consistent on the rules.It goes back to the “you have to maintain the catch going to ground” rule that everyone hates because it leads to plays like this.
