That isn't true. Some owners can and will pay it to contend.
No owner, no matter how much he is prepared to spend, will spend it for "going nowhere"... They've spend up to now, because they thought "it was going somewhere"... they'll spend again, when they are assured by their advisors that "it surely goes somewhere this time"...

Dan Gilbert and Darryl Morey are perfect examples. Hell, Gilbert would pay into the luxury tax to rebuild this team to acquire future round draft picks lol
The Lakers have always been willing to pay well into the luxury tax for contending teams as well.
They just haven't had to in awhile.
