Ridiculous. If that guy breaks his face when falling to the ice it's a 20-gamer minimum. NHL has to stop being dictated by the result of the play and use intent. Being away from the puck and especially the secondary hit made the intent perfectly clear. Should have been 3-4 minimum.

I may be wrong, but I think it's a ref's call that if a player is in distress, play can be halted. Obviously, I guess they didn't feel Werenski was in that much distress.

For those curious, this is straight out of the NHL rulebook (rule 8.1 regarding injured players):

When a player is injured so that he cannot continue play or go to his bench, the play shall not be stopped until the injured player’s team has secured possession of the puck. If the player’s team is in possession of the puck at the time of injury, play shall be stopped immediately unless his team is in a scoring position. In the case where it is obvious that a player has sustained a serious injury, the Referee and/or Linesman may stop the play immediately.

No ref on earth is going to make that call in the playoffs. Especially not against a team that contains a player that 30% of the league's marketing budget promotes. He would have had to lose a limb for play to get stopped.

Sorry for the burst of cynicism but it's been this way since before Gretzky. My problem is my team doesn't have a superstar.
