I just think all of that was well known, all the way back to college. The fact that his game had not improved was all people needed to see.His trade value took an initial hit but nothing that couldn't have been worked around given his other skills and the fact that most organizations think they can "get through" to a player.
But when a respected coach like Doc, basically says that he's given up on the guy and the organization gives tacit approval by not defending him...that cratered his trade value.
Basically, Doc's statement told the rest of the league that Simmons is uncoachable and has no heart. While that may well be true...you can't say it when you're trying to move a guy.
