No, because that would be a new offense. In Colon's case it he would be punished for the same offense twice, which is double jeopardy... something that is forbade by the 5th amendment.
If they actually caught him again, I'd be thrilled to be done with that fat toad
It is not double jeapordy IF Colon when first suspended lied to investigators about the source of his PEDs. That would be a separate offense and can be punished as well.
Now there is a possibility that Colon DID confess the source of his PEDs and that is how MLB found the Biogenesis link to round up the rest.
Which based on the SportsHoopla, is probably exactly what happened, since getting caught has been open about where he got them, which in turn probably helped lead to this current round of suspension

Going to go out on a limb here and take a swag at the Cruz suspension. I think his lawyer and MLB go for the settlement (deal) and he serves 25-30 games this season instead of the standard 50 games.

I bet they have enough that he serves all 50, but that is all. I think the deal is the min.

MLB is threatening that if the player doesn't admit his guilt and name names that the penalty could double to 100 games.
They're making shit up as they go and they're setting themselves up for some major lawsuits.

Player doesn't need the union to sue for unlawful suspension, they just have pricier lawyers
the MLBPA is supporting MLB not the violating players
