Can someone please tell me why the Bengals, who have three 5th Rd picks didn't make an offer to the Eagles?

The deal to send cornerback Asante Samuel to the Atlanta Falcons from the Philadelphia Eagles has been finalized, a source with knowledge of the situation told NFL Network's Albert Breer.

It's not yet known what the Falcons will send the Eagles in return for the nine-year veteran.

Samuel and the Falcons have agreed to terms on a three-year, $18.5 million deal.
