My guess is that the employees will take care of the best seats while the others will have to fend for themselves.

What happens if no one shows up to shovel?

If, hypothetically, that happened, the Bills management would up their offer and pass along the information to all the local TV/radio stations. IIRC they're offering $12/hour + a free ticket. If it was really cold out, they'd probably be offering a few more $/hour.
