This is actually somewhat routine for December games here. The stadium is in the "snow belt" part of town, so I wouldn't be surprised if there's a foot or more of snow inside the stadium. The Bills have 20,000+ seats that aren't season tickets, so unless the team happens to be doing well come December those games will never sell out.

On top of that, they're playing the Jets in a meaningless game. So there's going to be lots of young, drunken, rowdy people there, many of them Jets fans. If there's enough snow left inside the stadium to start a major snowball fight, things could get ugly.
