Does that still apply when the rosters expand in September? I could be wrong, but I thought I've seen teams send a guy down on the 30th of August and call them back up on September 1st or 2nd.

Maybe the teams I've seen do that put a guy on the dl too or I am just imagining things.As Cal mentioned, players must wait 10 days (not games) before they are eligible to be recalled. The only exceptions are if a double-header is scheduled at least 48 hrs in advance (where teams call up a 26th player), or replaces a player on the roster who is moved to the "Inactive list" (DL, bereavement etc.), or if the minor league team in which the player is assigned to season is concluded.
The River Cats and San Jose Giants season ends on September 7th. So it won't make a difference.

He could be optioned to the DSL team. Their regular season ended a few days ago.Or maybe their minor league teams ended early September. Last year, the minor league regular season ended September 1st.
