I'm not sure if that has gone through. I've never seen it called this year.

You're right, but it's another subjective rule for the officials, and one I've never seen called.

There is but I have only seen one fine for it the COwboys RB last week and not seen it flagged and an interception wiped out by Brook's jumping offsides...

They can lower their head they just can't lead with the crown going straight through I believe.
