Point is the NBA can't pick and choose when to enforce tampering penalties. Last year was the first time they decided to enforce it when teams tamper every year prior to start of FA. Would be nice to see some consistency.

Teams can tamper and know they'll miss out on a late 2nd round pick and move on.
