Looks to be working for me both on VPN and not. Doesn't look like it needs a TV subscription login, unlike NBCOlympics.com

I've lived and worked in St. Louis, but never been to Baltimore.

Do you like art and art museums? Then Baltimore is the place for you! Seriously - there's a ton here and lots are free*.
Both cities you could probably shoot a minority if you wanted. St. Louis would openly let you and Baltimore would be to inept to prosecute you afterwards.
Both cities you could escape by car, air, or water.
Baltimore - Crack and heroin, St. Louis tons of meth.

*One of my best friends and his wife both graduated from art colleges in the midwest, traveled up and down the east coast before deciding Baltimore was the best fit for them. 30 years later they are still here and working in their field. He on days off still hits art museums. I don't benefit from this, I am more of a zoo/historical museum guy.
