From what I can tell, most people and teams consider him too much of a liabilty and a head case. He spends more time with a chip on his shoulder over external things, instead of just focusing on his game.
I don't think most teams want to take on that kind of a project, or be subjected to unwanted attention and distractions.
That sounds awfully vague.
It seems to me that if "not focusing on his game" hurts a team so much it should show up in his play. And if it shows up in his play, then the specific details of how it does should at least be cited, no?

And only 18 of 30 teams chose to interview him at the recent NHL Combine — and many came away stunned and disappointed.
I asked a chief scout with a late pick in the first round whether he would select Ho-Sang if he was available, and without hesitating, he answered no.
When I asked why, he said there are certain criteria his organization values, “and if I picked him, my scouts would all revolt. He doesn’t fit what we’re looking for.”

All I know is that he's definitely not shy about throwing out the race card when things don't go his way, but it seems like teams just don't want to deal with his personality and attitude?

Why though? Isn't Hockey Canada supposed to be putting together the best junior team right now, not the team of junior aged guys that will be the best players in the NHL down the road?
Ho Sang was a bad pick for the Isles. Their development is piss and there was some goof players left for them. Ho-Sang is a cancer for a reason
Development is piss? Have you seen Brock Nelson, Ryan Strome & Calvin de Haan play this season?
As for Ho-Sang, you can't teach skill & he has a ton of it. Everything that was said about him during prospect camp by the Isles was great. He wants to make it to the NHL & now has a good idea as to what he has to do in order to get their. Whether he does or not is up to him.
