The semicircle is so 7 footers can't camp out and reject every layup or close shot anyone attempts to make. Any contact whatsoever in the semicircle is a defensive foul, in theory.

Could have easily been a foul as well. But don't put yourself into the position where you have to rely on completely unreliable refs. The Knicks had the game, but they put themselves into a situation where you rely on the refs. That's on them, plain and simple.
