We random drug test every active and reserve member of our armed forces...we expect sobriety from those that are willing to sacrifice their lives...I think it's more than fair that we should expect people with their hands out to be willing to do the same...

ummm this is true altho you are being really stereotypical here, this does happen. it's no different from blacks who try to move into certain neighborhoods or rental properties and get told they aren't welcome or that the place "has already been sold/rented" . so yes your premise is correct but it works both ways.
