How about a partnered salary cap draft. The strategy comes in by not knowing your partner till round 10.
Each player picks 19(no bench), so you end up with 38 players together, and reduce to 24. Each man gets $100 million for his 19 players, so $200 million will be spent on the 38, but when roster is combined and reduced to 24, you can only use $125 million, meaning, if your 24 best players run $140 million, you won't be able to play simply your best.
Open through the year 2000, $1 per all star appearance, anyone with a start date prior to 1920 is $15 flat
