When I view teams I use this scale:

1. Elite
1.a. Legendary (used to be elite, but still qualify based on overall body of work)
2. Near Elite
3. Very Good

1. Elite: MUST have 2+ natty's to their credit, one within the last 12 years and generally a winning program each season for last 15 years. Alabama, LSU, USC, Ohio State come to mind.

1.a.: MUST have 2+ natty's to their credit, one in the past 25 years and generally a consistently winning program. Oklahoma, Notre Dame, Nebraska... come to mind.

2. Near Elite: MUST have 1+ undisputed natty and generally a winning program over past 25 years, but too many down seasons to remain legendary. Miami, Texas, Tennessee, FSU come to mind.

3. Very Good: Teams that have played consistently well over past 15 years with only 1 or 2 down seasons. If they have no undisputed natty, they cannot reach beyond this level. Teams like Oregon and Clemson come to mind.

Clearly this lists are not all inclusive. I have a hard time placing teams like Washington (basically only good for a year or 2 over last 15 years, but had a little run under Don James decades ago), Florida, Michigan (due to recent history)...

Under those guidelines, Georgia would fall in the Near elite category.

But honestly, it's not a bad way to look at it.
However, anything with an arbritary date (25 years in this case), can be cherry picked to meet an objective.
Change that to 18 years, and Nebraska falls into whatever is below #3.

Damn. Now I'm depressed.

Not really. They are consistent winners. Very respected program. I went to one of their games about 20 years ago and they had the nicest fans I have ever seen.

The consistent winners is where different fan bases have different meanings.
I selected 18 years to remove the 1997 championship.
Sine then, Neb is 167-75. That's winning 69% of their games. Not bad for some programs, but not acceptable here.
There are also 3 losing seasons in that stretch. The last losing season before that was 1961. The first losing season I experienced in my lifetime was 2004. And I've been alive for all 5 National championships.
I'll stand by my ranking (using your criteria but my time period).

I'll do this objectively as possible but that's a head scratcher for me.

250 wins the last 25 years, doesn't take a mathmatician to average that out to 10 wins a year.

To only 7 losses, or less than 3 a year.

Bowl game in every one of those years, plus a Natty in 1999 and 2013. Very few down years, but most of those came at the end of the Bowden era. Even so, from 2005 to 2015 had a top ten program in terms of wins.

Either way, still a good spot I suppose

Also, wouldn't argue for putting FSU as Elite because we're not Alabama or Ohio State but I'd definitely argue for FSU being in the same category as Notre Dame and Nebraska

lol, all of this just to find a way to diminish all of UW's football history? :L

Oregon had a little run under Kelly and had no championships. It is what it is. Knight bought you some glory years and now OD can spend hours going back and watching old games on youtube.

If your Coach doesn't have at least 14 Ten win seasons and 18 straight Bowl Appearances and a National Championship......
You Suck.

That's Double Secret Elite Right There.
Deal with it Haters.

Seriously though, the OP has some good guidelines.

If this is how you're going to rate teams, Alabama is in a class all their own...

You duck fans crack me up. Oregon has been playing organized football for well over 100+ years yet you zombies act like college football just started 15 - 20 years ago.

Hey, we have an undisputed Natty, granted it was 35 years ago, but it's still a natty.

Hey, I watched that game vs. Nebraska
Was an awesome effort.
I was only 10 at the time, but I do remember it. I just didn't have any appreciation for what Clemson had just accomplished. I've watched it several times as an adult along with some of the other games that season and to be honest, we eeked out a few games that year too. Maybe not as many as we did this year, but still struggled in a few games:
