...no real trade options and:

1. The only CB worth a pick that high was taken.
2. The only WR worth a pick that high was taken
3. Quinton Coples is weak as shit and a total bitch, so I wouldn't draft him regardless. Edge rushers are probably the third most important players in the NFL (QB, LT) and Upshaw is trending up and has a good work ethic.

I think they'd get better value, if they're going to reach, to go DE at that slot if they can't trade down significantly to get Upshaw

why not, I would do that trade in a heartbeat for the Steelers right now if they didn't have too many holes to fill (and no cap room for FA to do it, even though they don't spend in FA generally anyways)
