Hell, didn't Baltimore draft Kyle Boller on the strength of his being able to throw a ball 70 yards from one knee?! LOL
In all seriousness - I think the majority of QB's can haul off and throw a ball 70 yards. Arm strength, to me, is way more important when discussing being able to throw a ball into a tight window from 12-18 yards on a rope. Throwing the ball downfield is less about arm strength and more about recognition of when to throw the ball. Seeing the WR getting open before he's open, and getting the ball there in time for the WR to run under it for a catch rather than having to turn around and wait for it.
