No not really. All you can go by is overall talent before the draft as you just never know how or if someones game translates to the pro's. Sometimes the more talented guys just don't work out at this level while other guys do. It's a crap shoot for sure. But you draft for overall talent and hope it works out.

Saying so and so has more talent because of where they were drafted is using the draft as a measuring stick. Now if you recall most of the football media and fans LOL'd at the Bears for 1. Drafting Mitch at 2. and 2. Moving up to do so.
