Same reason guys like Charles Haley eventually make it into the hall you here an argument enough times even if its wrong it eventually sways more and more people.

Vick was better than several QB's who are already in the HOF. That and, he was one of the most memorable rushing QB's of all time who also had a decent overall career to go with it. That's really all there is to it.
