Absolutely does. Depends on the type of drone, but those with the range far enough to not be close to it and has the battery power to stay up long enough require licensing. There are a lot of rules to go through, but you are fully aware you cannot fly them over ANY public venue or groups of people without filing a flight plan and getting permission.

Ironically the television networks probably have no problem with it because it increases the amount of commercials we will be bombarded with.
