If they're going to mess with something like that, why not just make it a punt and avoid having to potentially roster a kickoff specialist (depending on the strength of your regular PK)?
But as noted, this is pointless. They'll point to player safety, yet still do not have as severe of targeting penalties as the college game.
The NFL has had months to discuss and re-write kickoff rules. The regular season starts in 37 days...and now they're considering a change? Sounds like BS for 2023. Maybe it's a trial balloon/kite flying exercise to gauge public opinion for 2024.
