Is there any explanation for this considering the NFL historically only awards 32 comp picks each year?

My guess would be that it has something to do with the CBA and how many draft picks the NFL has to make every year due to the fact that there is a record number of missing draft picks in this class.

Falcons: 5th rounder
Chiefs: 3rd rounder
Pat's: 1st rounder

An interesting FYI:

This is the final draft where teams are unable to trade comp selections. Starting in next years draft teams can use them in anyway they feel necessary.
