The Browns did get one key defender back, as safety John Johnson III was activated Monday morning. But no other player tested off the reserve/COVID-19 list, meaning Cleveland will enter the game with 22 players still on the list, including 10 starters. No other Browns player is expected to be activated before the 2 p.m. ET deadline, a source told ESPN.

Browns declared CB Greg Newsome, WR Lawrence Cager and DT Josiah Bronson inactive for Week 15 against the Raiders.​

Outside of half their team, including both the starting and backup quarterback, being on the reserve/COVID-19 list, the Browns enter Week 15 with a mostly clean bill of health... The inactives obviously don't show the full story here as Baker Mayfield and Case Keenum are both out for this game while on the COVID list. Nick Mullens will start with Donovan Peoples-Jones as his top receiver. Expect a wildly run-heavy approach from Cleveland in this game.

Raiders declared TE Darren Waller, LB Denzel Perryman, LB Will Compton, G Jordan Simmons, OT Jackson Barton and DL Kendal Vickers inactive for Week 15 against the Browns.​

Waller's absence isn't a surprise as he was ruled out on Thursday. He has been sidelined with a strained IT band since Thanksgiving and has yet to resume practicing. Foster Moreau will start again this week. Moreau has four catches for 47 yards in his previous two games.
