In Texas no you can't, but it's still public intoxication.
In 1994 I was in Greenville TX, was walking from a convenience store to my hotel (same parking lot), I saw a car speed bu with a missing front tire, soon a police car came by so I flagged him down to report it. That idiot gave me the riot act and threatened to arrest me rather than go after the safety hazard on his streets. When he left me he didn't even go up the street I pointed to.

So I read that Terrance Williams told the cops that Kendall Wright, his old Baylor teammate and current Vikings wideout, was the one who wrecked his Lambo.

It appears his exact words were, "My friend was a f--king idiot. ... He called me and said my car was f--ked up."

But...Williams' cell phone was later found in the wrecked vehicle, and he gave conflicting testimony to cops. So either both were there, or he threw Wright under the bu....expensive Italian sports car.
