I'm going to add this link about these games. The link fills in some other questions.
The 3 new bowls will not begin play until 2020.
There are 3 cities vying for the other spot. Tempe, AZ (Ariz St)
Charleston, So Car (The only decent stadium is The Citadel and that
seats only 21,000). Greenville, No Car (That would be East Carolina's
home stadium.)
They also mention that with Las Vegas building their new stadium for
the Raiders, that the LV Bowl will drop the MWC and add the SEC
to face a Pac12 team. (That would mean the SEC would have
to drop a current bowl affiliation because they are limited to just
10 affiliations, not counting playoffs.)
