I don't put much (if anything) into one start, but I see his velocity was down. Wasn't it also down in ST?

Yeah his velocity been down since ST. I'm not sure if he hit 91 in ST as he was usually around 88-90 MPH. Once he is able to locate his pitches he should be fine
