definitely. I can remember having pitchers like this when I played and it was frustrating as hell. As a fielder there is nothing you can do when the pitcher won't throw to the plate, then when he finally does and there's a hit, your head is out of the game, because you're wondering about wtf is in the pitchers head and you commit the error and the snowball begins.
