I think the system they went with was AFC gets 9 this year, NFC next year, and so on.

Correct, all the AFC teams are hosting the "new 17th game" at home. NFC got the extra preseason home game. Next year it rotates and NFC gets extra home game during regular season.

Rather than having extra byes it would make more 'player safety' sense to have an 11 day break before Thursday games and a 10 day break afterward.
