It appears I said to base your list on a qualitative feeling of who you feel is the greatest actors/actresses of all time. That's kind of poorly worded, but I meant to imply your list should choose who you feel is the greatest actors/actresses that you've seen. Greatest = favorite in that context, but I could see how one would be confused given the verbiage.

If we're counting down who people and critics, as a whole, regard as the greatest actors/actresses, then no, Michael Shannon doesn't belong at spot 2. But he's my second favorite actor I've seen act thus far in my life.
