Who should be the # 1 pick and what rookie will make biggest impact in first year

1: Who is/should be the # 1 pick? Is it Mccaffrey still?
2: Which rookie will have the biggest impact on his team in year 1?

#2 my guess is Lawrence is the rookie who scores the most FP's. But if by impact your talking production vs cost and a guy who might be a league winner from the bottom of the draft- I'll go with R. Stevenson, currently in the mid 200's ADP. Even if he doesn't overtake Harris, or even if BB maintains a full blown multi back committee, I fully expect Mac Jones to take the job from Cam, and I fully expect Stevenson to dominate the goaline touches..I've got him projected at 500+ and 8+

1. I still have CMAC at 1
2. Lawrence or Fields. It usually is a QB but these two stand out. Jones and Lance might not start from the get go but Jones is making a case. Also, think there will be a couple stud WR's.
Adding to that question, not fantasy related, I think Surtain could be the best. He is a freak.

Like @femurov I'd rather not have the 1.01 this season. If I did, think I go Dalvin Cook . Mostly I'd rather have 1.05 or 1.06 this season For top rookie I likely go with one of the QBs probably go with Lawrence.

Well I misread the second question of the initial post..
If the question is, greatest impact on thier NFL teams..period, not exactly from a fantasy perspective, but in general, than I'm going with Sewell, and Micah Parsons. I would say Surtain, but the Denver secondary was elite without him, so no matter how great he is, they were already going to be outstanding. Lions line desperately needs a good anchor, which Sewell is, in spades. And Parsons combined with J. Smith is basically giving the Cowboys a younger mirrored version of the TB Buc's LB corp.

I have McCaffrey at 1.
But I feel Ezekiel Elliott is the top RB.

I think its Trevor Lawrence.
Even in the last decade, when a QB was drafted first overall, most all did make an "impact" except Goff.
Joe Burrow (2020) Only played 10 games. Was on pace for over 4300 passing yards and 25 TD.
Kyler Murray (2019)
Baker Mayfield (2018) Threw 27 TD.
Jared Goff (2016) Only started 7 games - the last 7 games of 2016.
Andrew Luck (2012)
Cam Newton (2011)

Is and should can be thought of differently.

Is = CMac is still highest ADP (I think)
Should = CMac should be easiest to justify.
Is = personally I do not have a first pick
Should = personally I think Cook is #1

Rookie W/L impact = Fields (sorry, Andy)
Rookie Fantasy impact = Pitts will be peppered.
Rookie Defensive impact = Surtain II
