Essentially they call items international and all you need is one team based outside the country. I used to play in an "international" Dek Hockey tournament, basically it was pick up teams from around the area, a few from Western NY and ONE from Niagara Falls Canada. So they called it an International tourney. Put it this way that team from Canada was like team Canada in the Spengler Cup.
