If Cleveland hadn't landed the #1 pick, they still could've drafted Kemba, Klay, Kawhi, Vucevic, or Jimmy Butler, all of which could've been enticing to Lebron and still put them in the finals, and could potentially still have that player on their roster today. Of course, they could also have drafted Derrick Williams, Kanter, Biyombo, Brandon Knight, etc, which would've been far worse obviously. All depends on where that pick fell and how their board stacked up.
