His Arm was around the Waist before Jump and Moving to his chest when JumpClose call. Not convinced #27 impeded the receiver from catching the ball.

Yeah, either very blatant or if it Is Tom Brady throwing the ball....and there's an unofficial rule about PI at the end of the game. (There shouldn't be, but there is). Officials almost never call it unless it's blatant.
It's tough to judge just using photos. PI is a judgment call. The essential question is whether there was enough contact to impeded the receiver. I didn't watch this game, so I haven't seen the video, just your photos.

I think the rule states something about "significantly hindering" a player from making a catch. This doesn't appear to 'significantly' hinder Claypool, but maybe it should rather be called for illegal contact?
my problem is not what is a PI... my problem is the deep PI, doesnt matter if it is blatant or not... it is a spot foul... and can change the drive too much... especially those 25+ yarders, and the ones that create first and goal....
